What plan set means
A plan set is the bound collection of drawings for a project: site plan, floor plans, elevations, sections, details and schedules, plus general notes.
Also called construction drawings, blueprints.
Where it matters on a general contracting job
Bid from the full set, including the notes, since requirements often hide there. Mark which revision you priced on your estimate so a later revision is clearly a change.
