What roof-over means
A roof-over puts new roofing on top of the existing layer instead of tearing it off.
Also called roof recover, overlay, layover.
Where it matters on a roofing job
It saves tear-off and disposal, but it hides the deck, adds weight and can shorten the new roof's life. Many shingle makers limit their warranty on overlays. Tell the homeowner what they give up so the cheaper number is a fair choice.
What the model code says
- A roof-over is not allowed where the existing roof has two or more layers already. (IRC 2021, Chapter 9)
- It is also not allowed over slate, clay, cement or asbestos-cement tile. (IRC 2021, Chapter 9)
