What fill dirt means
Fill dirt is subsoil with little organic matter used to raise grade or fill holes, because it compacts and does not rot away.
Also called structural fill, clean fill.

Fill goes under, topsoil goes on top. Compact fill in layers or it will settle, which matters most next to foundations and under patios.
