A building permit is the local government's approval to do regulated construction work, with inspections at set stages.
Where it matters on a general contracting job
Who pulls the permit and who pays for it should be in the contract. Unpermitted work causes trouble at resale and with insurance, so say plainly in the estimate when a permit is included.
