What this checklist covers
Rough-in is the last time the pipes are easy to see and change. Missed stub-out heights and a flat drain are cheap to fix now and expensive after drywall. The inspector checks the work against your local plumbing code; this list is the walk you do first so the inspection passes the first time.
Photos of every wall before it is closed are worth more than any drawing the next time someone needs to cut in.
